Funded by Interreg Aurora, this project explores a participatory approach to rural digital policy development in the cross-border regions of Muodoslompolo (Sweden) and Muonio (Finland). Combining the Double Diamond design model with Living Lab methodology, it engages local stakeholders through speculative and critical design tools to co-create a science-based, community-driven digital policy. Aligned with key Sustainable Development Goals (SDGs), the initiative addresses the unique challenges of digital transformation in sparsely populated and administratively complex areas. It also highlights the region’s cultural heritage, reindeer herding practices, and ecological value, offering a replicable model for inclusive policymaking in rural, underrepresented regions.
This project aims to start an applied research cluster for rural digital transformation or digitalisation of rural society in Europe. The first step in forming this cluster will be addressing the needs of a science-based local digital policy with an action plan for the Muodoslompolo/Muonio region using a Living Labs approach. The draft policy will be presented to stakeholders for feedback, ensuring transparency and alignment with community needs. Based on this feedback, refinements will be made to finalize the policy. The project will conclude with a formal presentation of the final policy and discussions on its implementation and future use.
